SYNOPSIS
Returns true if the given file is written in a valid encoding
SYNTAX
Test-FileEncoding [-Path] <String> [[-Encoding] <String>] [<CommonParameters>]
DESCRIPTION
Test the given file against the encoding regex and returns true or false
EXAMPLES
